Unfortunately there is always sone tension with turnovers in administrations. There is a good bet Griffin won't be staying on into the Obama administration. It is rare that one NASA administrator will serve in multiple administrations. I think Griffing is trying to do what he thinks will save the program which Obama has gone back and forth on what he says he will do with. I also don't think it helps though that there are Engineers within NASA who are still pushing other designs for a launch vehicle other than Ares and have been shot down repeatedly withouth further consideration.
